when writing in third person, when quoting what your central character is thinking, do you use say
"hmm its very cold" he thought to himself. do you use the "...." or do you just say it in normal text, if so how do you clarify that it is what the character is thinking.

different writers do it in different ways... some use italics for long thought passages... quotation marks are traditionally used for spoken dialog only... i suggest you browse your own or the public library and see how thoughts are handled by the various writers whose work sells well and then decide what works/feels best for yours...
fyi, 'he thought to himself' would be redundant, since he couldn't very well think to anyone else... not trying to be nit-picky... it's just that my virgoness is unrelenting and escapes my control at times:\ ...
sorry there isn't a clearcut, single answer to your question... not one that i can give, anyway...
