Can a statistic be quoted...

No, but the statistic needs to be attributed and when possible fixed in time
Example: According to Jenna Glatzer (name of person or organization) the founder of the Web site Absolute Write, (their position or reason they are an authority) 500,000 people visited the AW site in 2005 (fixed in time).
You can also say something like:
According to the Web site Dogs Do It Too, one out of every five dog-owners who have swimming pools report that they "occasionally" or "frequently" swim with their dogs. (quotes indicate the terms used in the poll)
It is always best to try to access the original study rather than quoting someone quoting a statistic.

Facts are not copyrightable, only the presentation of those facts. It is a fact that I have hazel eyes. You can now turn around and say in your article, "Kristen King has hazel eyes" or "According to Kristen King, she has hazel eyes," and you don't need my permission.
And as long as you provide proper attribution, you can quote any source you like. If you're using a lot of material, you want to make sure that it's not too much to go beyond the permissibility of Fair Use, and you might want to check with the author as a courtesy, but when it comes to facts and statistics, you can pretty much just cite the source and go to town.
Just be sure to cite EVERYTHING and make sure your sources are reliable.
