First I would wonder if it was a misspelling. Then I'd pronounce it "Steff-en." Makes me think of King Stefan from Sleeping Beauty. 
I would pronounce it Stefan, but I suspect a casual reader might well scan it as Stephen on first sight (and miss the "a" in place of "e"). The setting will help. It the story is set in Europe, I would be more likely to pronounce it Stefan on first sight.
I would automatically say Stefan. Not sure why, but that's how I always pronounce that spelling unless someone corrected me and said it was Steven. My name is mispronounced and spelled wrong constantly.

I guess STEPH as in Stephfather and then "an", I think there's only one way to pronounce that. As a matter of fact, one of my mates has that very name.

No problem, Cindy. That's why they keep me under lock and key in the basement. I'm always so happy to be allowed out for a few minutes.
