No, you don't need approval. That's why unauthorized biographies, such as the ones Kitty Kelly writes, exist. You can write a biography of anyone, dead or alive, without approval.

No approval, of course, may mean you won't get much cooporation. You won't have access to such things as family letters or diaries, and you may have trouble finding friends and family member who will give you interviews, but enough work usually gets around these obstacles.
