It depends on whether the quotation is under copyright. You can quote from the Bible or similar works, old works out of copyright, sayings like, "haste makes waste."

I am a rookie writer, and I am sure that this topic has been answered at some point in the past, but...

What are the rules regarding the use of quotations in a novel? Say, on a title page or preceeding a chapter, obviously with credit given. Is there a need to get permission, as with song lyrics? Is it frowned on by agents/editors or mark you as a novice?

Robert Aspirin does it in all of his MYTH books, at the start of each chapter.

I love authors who utilize good quotes, and I love using them myself.

If you do use quotes, you have to keep all of their text in the quotations, and you have to either footnote it and attribute it to your sources at the end of the book, or you have to have the author's name, and then at the back quote the source of it.

I don't do this, but one day I might do what Dean Koonz did with his “Book of Counted Sorrows,” where he made it up and then quoted from it.
