If you have no publishing credits and your college degree has nothing to do with writing or your novel, what do you say about yourself that the agent cares about? Should you just skip the bio paragraph in your query? Will they notice its absence?

Exactly. At least in fiction, very few authors have college or work experience that relates to what they're writing about. And often, those who do have it are terrible writers anyway. It's more common to see that in very specific fiction subgenres, such as thrillers based on forensic pathology or legal thrillers, but for just about anything else, it's a moot point. Some publishers are interested to know about a writer's "platform," but that doesn't mean they'll sniff at your background or lack of it.
