What to send?

For a children's picture book with the words playing with the illustrations as the main draw, should I send a whole dummy or just a few pages?

If I thought of the book to be in black and the drawings in white should I send the pages as such?

Follow the guidelines explicitly. MOST children's book publishers ask for only the story. If they like it, then worry about the illustrations.

As for agents, I am pretty sure it is the same, check guidelines. I am sure others will be able to answer you with a certain answer.

If you don't get your answer here, post it again on the children's writing. You will find experiences writers that visit there but not here.
