This is the sort of question that takes forever to answer. I'm sure an American expert will arrive to help out.

Basically you don't sell All Rights or all your electronic rights unless the fee is large enough. You don't sign away your copyright and you should have your name published with your work.

The phrase does seem a bit vague and pulled out of context. But if I had to speculate, I'd say pdr touched on it.

As excited as you may be to give your right arm to see your first thing published, I'd hesitate in signing away a short story that asks more than One-Time Rights, First Rights, and maybe Archival rights for a predetermined period of time. But that's a personal choice. If you agree to a contract that asks for all rights, you lose all control on what happens to it afterwards. The publisher basically owns the work now and can do whatever he pleases with it and not you.
