I know what the summary is, and the teaser should tease. The blurb, what is that? Is it something that blurbs out info packets? Are these all the same by different names?

A blurb, as in cover blurb or jacket blurb, is usually something someone else says about your novel. It can be a line from a review of the book, or it can be a sentence from a name writer, etc. It's just a sentence that promotes the book.

Agreed. Although apparently in the UK, the blurb refers to the information on the back cover of a paperback, or on the fly of a hardcover, not the third-party endorsement.

I'm not really sure there. From my experience, the summary or synopsis on the jacket or cover of a novel is most often referred to as "jacket copy," or "cover copy," if you do mean the little synopsis that tells you about the story.
