I thought I'd put a link in to save you the extra clicking. It's right where Tri directed you, though.

kdn--if you click User CP, on the far left of the blue toolbar at the top of your screen, it will open a menu with your subscribed threads and such--scroll down, and you'll see comments about your posts, from other users--usually just one-line messages.

You give them to other members by clicking on the little scales at the bottom of the member-box to the left of a user's post. You'll get a little pop-up box that lets you check "approve" or "disapprove" and leave a brief message.
