"Attaching" Talent to a Project

I have a question. In the process of writing screenplays I have come across the term and concept of "attaching" talent to a particular script or project. This can include actors, directors or any other position.

What I'd like to know is what exactly "attaching" means. Does the performer simply agree that they're interested in a part? Or does "attaching" indicate something more quaranteed? Also, would if it's even possible to attract such attention, would it be preferable to "attach" an interested actor(ess) and then seek out production/staff, or the other way around?

Obviously contracts, studio rules, etc. may complicate things but this is on a general basis.

As far as I know, attaching means getting an actor/director involved before you or your agent pitches the script to a producer. This is to give more hype to your script for a better chance of getting picked up. But nothing is set in stone. The actor, actress, director, financer, whoever, just agrees to take part IF a producer picks it up. Nothing is guaranteed.

I don't know if it's better to attach actors than staff. If either are serious or high profile enough then either would help you.

But yeah, 'attached' can just be a verbal agreement.
