Hmm. I was under the impression that a short can be (I'm not saying
must be) a one-act (3rd act?) script. If you can squeeze character or plot arc in there, signifying act changes, great. If not, sometimes a dramatic reveal or even a punchline/tomato surprise can substitute for arc.
Then again, I could be wrong. I've only written a handful for fun contests, I've never entered them in real short script competitions, if there are such things.
