That probably won't be enough. Is this to be a single cartoon or the pilot for a series?
If you are doing the pilot for a series, you will want to create a whole pitch "bible" that goes into detail about the characters, the setting, how much it's going to cost to make, the audience, the team making it. Having a solid demo of at least part of the pilot wouldn't hurt. Then you might get outfits like Nickelodeon to look at it.
If it's a single cartoon, you probably won't find anybody willing to make it, and your best bet would be to make it yourself and shop it around the film festival circuit to see if you can get distribution.
