After a horrific holocaust of biological warfare (related to "purifying" the world), two nations stand left on US soil. (All other nations are still recovering or have decided that isolationism is the best course of action).

Two nations:

(Both nations are technologically advanced.)

A proud and prosperous people that practices eugenics. (Does manipulate it's people)

A smaller, modest people that are just as strong.

Both nations are strong willed and ready to kick ass.

It might pass as Sci-Fi.

I'd write the whole thing first and worry about it later.

If the book is about a crumbling, hopeless society that uses totalitarian methods to oppress its people, then its dystopia. That is the only criterion.

Right now it just sounds sci-fi... maybe apocalyptic. So no, not necessacarily dystopian.
