Is there a consensus of opinion of fee-based markets? My gut reaction is that I'm not paying someone to read (and probably reject) my work.

Am I missing something?

while I'm not entirely sure what you mean by a fee-based market, the general rule is, and should be, that money flows to the author.

that leaves me pretty leery, even more so if it is something like those "you have been selected for our 2012 Poetry collection; publication in this impressive volume will only cost you $200, and you can always order copies of our book at a discounted rate for friends and family, if you would like to be fleeced a second time...." poetry collections that pop up

Yes, there's a consensus--or at least an overwhelming majority--and it's "Don't." Trust your instincts on this one.

Having been involved with at least one magazine that failed because of a lack of sales, I can see why magazines would want to charge these fees. That said, I don't agree with it.
