Formatting a picture book with short paragraphs

How do you format a PB that has short sentences or short paragraphs?

Like poetry?

Even if the paragraphs are short and punchy, do you still indent them?

I don't indent any of my picture book manuscripts (I put a line of space between paragraphs).

But saying that, I don't think it really matters, as long as the text is clear and easy to read.

If some sections are long enough to be real paragraphs, I do indent the whole thing. If it's all single lines, I don't. It is about readability and clarity to the editor. I don't want paragraphs of prose to be mistaken for poetry.
