Try the Editorial Freelancers Association. They have a searchable directory of professional editors on their web site: www.the-efa.org. For the record, I'm a member and on the Board of Governors.

I suspect it depends on the type of non-fiction and what you mean by a proofreader (i.e. do you mean accuracy of grammar etc. or of content).
