or

'Higher than a kite' would be my chioce as that's the phrase I've grown up hearing in reference to drugs (not the plural 'higher than kites'). :)

Edit: not that I grew up around drugs :D (my grammar sucks, at times)

If your speaker or first-person narraror insists on the cliché, the one above is correct, as it describes metaphoric altitude. Both druggies can be as high or higher than a single kite.

Or a spy plane or a satellite or orbiting space junk.

Higher than a kite is a tired phrase. I'd write something fresh. Any phrase that could turn up on Wheel of Fortune should be retired, IMO.

Instead of telling how high they were with a simile, why not show it? The doorbell rang. Bob flung open the refrigerator door and said, "Come on in."
