I feel silly for asking this. Forgive me. I really am a newbie at this process, and I'm used to working on novels, so I'm pretty clueless. :e2paperba Recently, I wrote a very, very short (just over 100 words) picture book on a whim. The target age is probably 3-6. Some of the publishing companies I've taken a look at specifically state not to send a query for a picture book, but just the entire MS. Do I still need to write a cover letter of some sort?

Write a cover letter. It doesn't have to be long, but it will at least let them know who you are, and that you're asking them to consider your picture book for publication.

I would put a bio in there too, along with a short cover letter. They might even ask that in the guidelines too. Good Luck with it.
