I feel silly for asking this. Forgive me. I really am a newbie at this process, and I'm used to working on novels, so I'm pretty clueless. 
Recently, I wrote a very, very short (just over 100 words) picture book on a whim. The target age is probably 3-6. Some of the publishing companies I've taken a look at specifically state not to send a query for a picture book, but just the entire MS. Do I still need to write a cover letter of some sort?
