All, I could use a little advice. I've written a magazine article - 1250 words. The submission guidelines for the small magazine I'm considering are self-conflicting, i.e. they ask for a propoal letter but then ask for a copy of the article. It seems I should be trying to make this as easy as possible for the editor - a very short query letter "Here it is" kind of thing and the article. Since its a magazine article, and short it as easy to look the text over as it is to read a query letter. What say you?

Write a very brief proposal for the article. Just five lines or so. Use that as your covering letter. Easy!

Query AND finished article?! Yeah, that does seem a little odd. But since you've already got it written, your solution makes sense.
You could also email/call up the eds and ask for a quickie clarification.
