When is a short story no longer a short story?

So i've been wondering about this for a while, but when is a short story no longer a short story?

That is, when is it too long to be considered short? When does it become a novella? Or a novel? Or something in between that I don't know about yet?

Who decides!!?

Short story markets usually state lengths that they're interested in, and it varies across a fairly broad range. Outside of that, you'll find previous threads that talk about typical ranges for shorts, novellas etc.
