Has anyone had any experience (good or bad) hiring an editor to work on their manuscript? I have been searching for a good children's book editor and having a hard time finding options. thanks!

Why not save yourself some money and edit it yourself? Editing is, IMHO, part of the writer's job.
Truthfully, I have edited it and sent out to about 20+ agents. Only 1 request for a full. Before I continue to submit I'd like someone to take a fresh look at it...
Sometimes what a writer needs is a coach or a teacher, someone who'll help them become a better writer, not just help them make a particular piece of writing better. That's the kind of person who's worth looking for, IMHO.
