If a publisher says they accept fantasy, but doesn't say anything about young adult, is it best to assume they wouldn't be intrested in YA fantasy? Or should I go ahead and try them anyway?

Not necessarily. It's probably best to look through their catalogue and see if they have any YA. It's more of a marketing term than a set-in-stone genre

I'd stick with YA agents. There are specific publishers/imprints for YA novels, and it's best if your agent knows the editors of those imprints. That's far more likely if they represent YA.
