Trying to format my short story for a send out, but I'm having trouble getting a header and page number on libre office. I assume that I'm just being dense. How can I do this without just making the same header for every page?

Do you have Header On checked?
Format > Page > Header > Header on
Then, when you're on the first page, go to Format > Style and Formatting > Page Styles and click First Page
Then go to your second page and do the same, but click Default.
I don't use LibreOffice as much as I do Word, so I'm a little rusty, but I think this will get you what you need.

Go to your second page. Insert/Header/Default. Click into your Header box. Go to Insert/Fields/Page Number. Your page number will then appear. You can also add Page Count. Then manually add 'Page' before Page Number and 'of' after Page Number. Then choose your alignment, left/centre/right and your font size. From page 2 onwards your document will say Page x of y.
