Word 2007 Headings/Styles & auto-updating

I'm having awful problems with Word 2007 at my new job--and none of my coworkers know how to make this work either. I'm hoping you wonderful peoples might know.

In the documents I have to format, I have to use various in-house styled headers, which need to auto-update if/when something gets updated/deleted.

Getting started isn't hard, but as soon as I have to start labeling Section 2.1, all the subsections still want to keep counting from 1.whatever instead of switching over to 2.1.whatever.

Any insights?

Is there a section break between each section?

Yeppers. Continuous or Next Page, as needed. Hasn't made a difference.

It seems, these section breaks can't be deleted or corrected--which is another frustration. Might that be part of the problem?

I don't have 2007, so I'm kind of shooting in the dark.

Could there be some kind of "section protection" in place on the document?

I'll look when I get back into work, but thus far we haven't noticed anything like that.
