If I take a picture directly from the internet and load it into my Photobucket account would it then be safe to download that pic to my computer from Photobucket, or do I still run the risk of a potential virus?

Does your security software not run a virus scan on downloads?

Unless I'm misunderstanding what you're dealing with, I don't think you need to worry too much about picking up a virus in this manner.
When you upload someone else's image to PhotoBucket, you run some risk of getting hollered at for copyright infringement.
Besides, if you have seen it in your browser, the image has already been downloaded to your computer.
