Need Help Building A Website

I have an idea how I want it to look but I only have basic HTML knowledge and it has been so long Im a bit rusty with it. If someone could help me come up with a basic html and css layout I can handle the rest. I have a background and an idea so if anyone can help me please let me know. Thanks.

Have you considered WordPress?

And there are a number of threads already about building a website. You might take a look at them to get a little "education" first, and to see what has been recommended to others.
