Okay, so I set out to put a book cover in my signature. The system said it had to be under 19.5 KB. As you can see from below, in order to make it fit requirements, the cover is so small it isn't even readable.

What am I doing wrong???

Yup, that's mighty tiny! (Got what, a couple letters per page? ;) )

I suspect that in order to reduce the file to the 19.5 Kb-and-under limit, you simply reduced its size, right? That works, but the results are not always satisfactory.

Try this: First, resize your image to a size that works. Save that as a copy, so your original is there untouched. Then take the steps to reduce the copy in terms of Kb. There are lots and lots of ways to do this. I'm kind of technically inept, but saving it as a .gif instead of a .jpg or .bmp helps a lot. Reducing the color depth also helps.

I'll let the technically 'ept' guide you. Just didn't want you to feel ignored.

Maryn, pleased to meet you

(You can also put a reasonably-sized version on photobucket or another file-hosting site, and handcode it in w/ BB code. So it would look like this:
