Tiddlywiki is "written in HTML and Javascript to run in any browser."
There's also docuwiki.

Wikipedia runs on MediaWiki (http://www.mediawiki.org/wiki/MediaWiki) and is freely available. There is a ASP.NET (Microsoft technology) wiki called Screwturn Wiki (http://www.screwturn.eu/Download.ashx), which is similar and it has a standalone version, which you can run locally on your PC if you don't have access to a web server. You can get mediaWiki to run locally if you have some technical expertise and a bit of spare time.
Both are free.

Chart comparing features of a number of wiki programs, with links to each.

ETA: I happened to have that link handy because I was looking at MoinMoin today, but http://www.wikimatrix.org/ is probably more thorough.
