How do I view someone's Visitor Message Page and post a comment to it? Mine is visible just by clicking on my name, but if I click on anyone else's name that tab isn't there. *confused*

Click on their name and go to View Public Profile.

Do some people have visitor messaging disabled, then? It seems like it just doesn't work for some people.

There are privacy options so users can set the kind of access others have to their Profile.

See on your CP the Privacy options under the Your Profile heading on the left.

I just checked my profile settings. I have visitor messages enabled, and yet I don't see anywhere to leave those messages on my profile.

Yeah, Sheila, that's what I'm seeing on your account, too. The Contact Info tab leads only to sending you a PM, no visitor message.

Not that I know what you need to do. I'm just confirming what you said, and showing off my awesome avatar.

Look on your CP; under Profile on the left, see Privacy Options.
