Trade blockades and product bans in 1890-1910

I'm right now planning a story out and I need to figure what products were banned or restricted that held back technological development or growth. For example, in the 1920s, the US banned all export of helium, thus limiting the availability of helium for Germany to use in its Zeppelins, making them rather dangerous. In turn, the US limited its airship development by producing USS Shenandoah and USS Los Angeles and then not producing much more after that. What was banned like that?

I'm not sure of that age, but I think I am taking a fair guess when I'm thinking that alcohol was used in medicine. Methanol more exactly, because they were also called "surgical spirits".

During those times there wasn't a particular blockade of goods, it's just that precious metals and raw materials were more kept for the countries for inside production rather than exported because internal demand started to grow from a commercial point of view but also because of a strategic point of view. By 1905-1910 tensions in Europe escalated to a certain point and many people were somewhat expecting a war to start so ahead thinking was necessary.

For example, during WWI there was the British blockade which prevented nitrates and ammonia to reach Germany which were vital for the growth of crops.
