Can anyone recommend some resources (books, articles, etc.) on common cultural practices of ancient maritime peoples?

I am also looking to read anything that would suggest a certain amount of time it would take for a civilization to begin to create it's own unique cultural practices. And anything about the influence of types of cultures on the sorts of legal systems they devise...

You would have to be specific about "ancient maritime peoples"; there have been many maritime peoples. The other two points probably require more definition.

You might go to a college Anthropolofy department and see if anyone could suggest a starting point. The ways that different cultural practices interact isn't easily defined.

You should definitely read Guns, Germs and Steel by Jared Diamond. Doesn't quite cover the topics you've listed above, but I think it will be worth your while regardless.

He also wrote Collapse, which may be useful. (Haven't read that one yet myself.)
