I have a short story collection in a dark and twisted theme. My collection is about 16k long. Do you write a query for that and how?

Do you add a table of contents to your submission?

This is just my two cents.

16,000 is not a very long book. Have you checked the sites that deal with shorts? As far as a collection, this means you have lots of flash stories? I don't know any major publishers that would publish only a 64 page book. Is this for a ezine? A magazine? I think it kind of depends on who/where you are trying to market it. I'm sure others will be by with some insight. Best wishes.

thanks for responding, yes it is short. But I found a few publishers willing to take short story collections of that word count.

A selected few, but yes there are some. Thanks again.

Yes. But--are the publishers you are querying above-board? Not charging you money? Don't have to buy your own books to sell?

LMC, I'd follow the guidelines of the publisher you want to submit to.
