I wouldn't think it would ABSOLUTELY mean that the main characters have to be interacting, but somebody had better be doing something, and it had better be interesting!
Action should already be happening, it need not be the romance plotline (and in fact with most romance the reader wants to see the meeting). Basically they don't want "Jane got up that morning and looked around her apartment... etc"
