I'm a inexperienced writer and am looking for someone to let me know if my writing has any potential. I'm in the military so I have to squeeze writing in where I can. It is a dystopian setting in the not too distant future. I have 8 chapters (roughly 16k words). I'm open to any advice or criticisms.

Okay Tyler here's my suggestion. Firstly, you will be hard pressed to find anyone who will read 8K in a sitting. Go to Share Your Work, Si Fi and fantasy, and post a single opening chapter. The feedback you get from that will no doubt answer (some) of your questions. We are all amateurs here, although, like Animal Farm, some amateurs are superior to others. Good luck, T.
