I couldn't find an answer despite an exhaustive internet search. I'm trying to make my character disappear and take on a new identity. With no driving history (she's legally blind), her only identification is a California state ID card. Here are my questions.
In California, around 1997, hard-copy fingerprint cards were submitted to both the state and Federal government for a routine criminal background check. The records came back with no match because there was no criminal history. (Today this same search is done electronically through a system called Live Scan.)
My first question: When the fingerprint cards were submitted, did the state and/or Federal government keep a copy of the prints on file? Were they entered into any permanent databases?
Second question: The California DMV now takes an electronic copy of the thumbprint of anyone applying for or renewing a state ID card. What happens to that print? (I know the rules are different for driver's license holders - those records are part of a multistate database available to law enforcement officers.) Would a routine scan of her thumb by a police officer in a different state bring up the DMV record in California, since she only had an ID card and not a driver's license?
