At first glance they sound legit, but it doesn't hurt to doublecheck in the backgrounds and bewares forum. Whether it is worth it depends on a lot of things. Competition is savage, so there no guarantees.
1) It's only worth it if you have a finished screenplay to sell that has gone through extensive editing and betareaders. Anything less would garner rejections, which would make sending it out a waste of time and money.
2) It depends on who is in the database. If you want to write a sci-fi tv series, but there's no one in the database producing or buying that sort of stuff, it wouldn't be worth it.
3) Do you have the money to spare? If you're struggling to make ends meet, waiting before you splash down the cash is preferrable.
That are a few things that came to mind. Personally, I wouldn't spend any cash until I exhausted all free options, but that's just me.
