If I can get a well known Senator to write the forward of my book would that almost guarantee a publisher will publish my book even if it stinks?

No. If the book stinks, nothing short of you becoming a celebrity big enough to sell a stinky book on your name alone will sell it.

People are not going to buy the book because of the foreword. If the story sucks, nobody will want to read it, and that includes the publishers.

I don't knowif my book stinks or not. All my friends say it's good. But I wonder if they are afraid to hurt my feelings

I was just answering your question.
But I would advise you find some beta readers who are not your friends, and who are experienced writers in your genre. And get that critique before you seek an agent or a publisher.
Look in the Beta readers forum or post some of the beginning in SYW - BUT, before doing either, red the sticky thread and "Before You Post" threads in whichever forum you choose to pursue.

If you're that concerned about the story, workshop it. Don't worry about getting a forward done for it. 75% of people who buy the book aren't going to read the foreward anyway... even if you got George W. Bush or Barack Obama to write it. Hell, even if you got Oprah to write it you're still looking at 75% not giving a rat's ass.
Oprah has much more clout than any of those characters in Washington DC. If you get Oprah to write your foreword and by implication endorse your book, you're golden.
