I say "possibly" because all the facts aren't out yet, but the RWA (Romance Writers of America) just announced today that they are tossing out their rules for eligible publishers - which until today meant "only New York" for the most part.
If I am to understand correctly, they have opened the door to e-book publishers with the only exclusion having to do with vanity/subsidy presses and any publisher who would steer an author to one.
I'm sure there is more to this, but if true then the RWA can now be the home for a lot more authors who have, until now, been excluded simply because of the format their publisher uses to publish with.
