Sample pages with query?

I have received mixed advice on whether or not to send sample pages of a manuscript with a query. Some think pages should only be included if specifically requested; others have advised that sample pages (5 max.) are considered part of the query itself. Your thoughts/experience?

I'm a firm believer in getting the work in front of the agent as quickly as possible (Note: those pages better be riveting and as near perfect as you can get them). That said, while I always include a synopsis and an author bio sheet with my query, I don't throw in any sample chapters unless the agent specifically indicates this is okay. I don't want to risk antagonizing the agent by violating their stated preferences up front.

I have a tendency to favor those agents who do allow the sample chapters, particularly when you're looking at agents who take 6 weeks or more to respond to a query.
