Question about using periods in a handout

I'm working on a leaflet to be handed out as part of a study. My question concerns the use of periods after a division of the publication.

Ex:

Counties were eligible to apply for one of three priority classifications as indicated below:

Priority A.



XXXXXXXXXX


Priority B.

XXXXXXX



Would the periods be needed? I'm thinking not. The person I'm helping on this wants it done right, and he's thinking the periods belong. I'm also not sure if they need the word priority in the introduction and in the a-b-c listings, too.

I'd probably leave the periods out. It seems like Priority A is more like a title than a sentence, right? Titles, when they're set off on their own line like that, do not take periods.
