When an agent submits a work to a publisher are the only two possible responses an offer or a rejection? Do they sometimes want a rewrite and resubmission? Do they sometimes make offers based on the potential of the work and wait for you to rewrite?

If you receive a rejection are you allowed to resubmit a rewrite of the same idea?

If you receive an offer from a major publisher is it common that you will get other offers from other pubs?

No. Sometimes. Rarely. Only if they ask for it. Not as a rule.

Jennifer covered everything succinctly, but to expand a bit on this one question...

Even if you get an offer, the editor will likely want revisions to the novel. However, if your novel needs major revisions, no, they probably won't make an offer. More likely, they'll just send a rejection. If the editor sees potential, they might send a detailed letter and an invitation to resubmit.
