If I write a publishable ''comic'' without art to go with it can it still get published? I could probably come up with some new faces and story lines for comics.

Chances are... you will still need to get the first five pages of your comic idea done with artwork. Otherwise, you won't be taken seriously in "comic book world".
If you lack the funds for an artist. Try looking at deviantart.com, penciljack.com and conceptart.org... all of these have forums where you can look for an artist that will work for little or nothing. Just keep in mind, those that work for nothing can tend to flake out on you and do like a page and give up on the project.
