Formatting sample pages?

When an agent requests that sample pages be sent with a surface mail query (in the most recent case for me, ten), what is the standard practice for formatting the sample pages? Is it double-spaced, as a full manuscript or partial would be? Or is it generally single-spaced, as sample pages are in an e-query?

Is there an "industry standard" for this, or does it vary by agency? Or am I making too much out of too little?

Five manuscript pages. Send them properly formatted.

The only reason emailed pages are single-spaced is for ease of reading. Many email programs screw up double-spacing and indentation when you copy/paste, so single spacing in emails is just easier.
