At what age would a young man be able to completely inherit (as in make all decisions regarding) a Country squire's estate in England circa 1815? How young could he be and still be in charge of the estate?

It would depend on the will that bequeaths him the estate.
Any number of clauses could be inserted to establish trustees that he would have to work with up to an age specified in the will.
IIRC the age of legal majority back then was 21 so that may be your minimum
