Which format or software should I use?

Limited experience here, but I'm using "Page 2 Stage" to write a sitcom. When I look at other scripts online, I notice the setups are not exactly the same. Which has me wondering how much the differences matter? Is one preferred for movies and another for television shows? Or does Hollywood work with something different than the UK? Or as long as there is consistency is it ok? I have a few great movie ideas as well, so should I cough up some money and invest in writing software like Dramatica Pro, Writer's Block, etc?

Page2Stage is should be fine. There are two different sitcom styles, one for tape (Married with Children) another for film (Malcolm in the Middle). Both are included with Page2Stage along with a feature film format and stage play format. You can also edit the script format by going to Format->Edit Script Style.

Story development software just isn't for me, but some people love them. I just have some templates in Open Office that I use to organize my notes. If you're having trouble with structure, It would be cheaper just to buy a book on it. I think The Screenwriter's Bible is a good place to start.
