What are the basic rules for formatting a manuscript for POD (such as lulu)?
Do the rules vary based on which POD I choose?
What format are submissions typically in (RTF, PDF, Word Doc)?
How do formatting rules differ from that of publishing houses?

Most POD printers require PDF. Most POD publishers will format your books and convert them to PDF for a price. CreateSpace and Lulu allow you to do everything your self and then publish for free. The mission of my website is to teach new authors to do everything them selves and save lots of money.

The file format depends on the printer; most will accept PDF.

What YOU need to do is not just format the ms. but, as much as you can, typeset it.
