I was wondering if someone could advise me on the legalities/other issues of wanting to use a title of a song as title of short story/Novel? and what the steps be to do this?

As a title, you're okay to pull a phrase from a song (titles cannot be copyrighted), but if you need to explain how you got it somewhere in the text via a quotation and attribution, you'll need permission IF the song is still protected by copyright. That can be both difficult to get and expensive.
