Now an agent has asked me for a word count for my novel and it is high, very high. But I've worked very hard to shorten it so that I started out with 264,000 and went down more than half.

Should I mention this fact beside my word count, stated in an apologetic nature or should I keep it succinct and business-like and just state the word count?

Just state the current word count. No one cares how long it used to be.

There is no value (or sense) in indicating the difference in word count between the rough draft and the final draft. Nor is there any reason to be apologetic for any aspect of your hard work.
