One Page Outlines

I'm applying for a local writers grant and one part of the application process involves handing in a one page outline for my novel. I'm not entirely sure what I should put in to it. Is there a format for one page outlines?

Write an outline, then condense it, then condense it again until it is only one page. (I'm not being facetious).

Hopefully I'm not asking too dumb a question but is there a difference between an outline and a synopsis? They seem to be similar.

I think of a synopsis as a one to two page summary of the entire MS; whereas, an outline is a one or two sentence summary of each chapter listed in numerical order, the length depending on the number of chapters. If you, as some do, write without numbered chapters or chapter titles, I don't know what to tell you.
